Like you mentioned, what maybe rare to some, is common fowl to others. I would say some of the rarest in my opinion though would be.

Typewriter blue.
Griffin Claret.
Thompson White.
Wingate Brown red (still some pretty good breeders of them though really, mainly Alabama area.)
Bumblefoot Grey.
Joe Redmond Grey.
Boston Roundhead (probably some around, but are they the real deal?)
Gerrard Hatch.

For American Game strains anyway. If you asked overall rare gamefowl breeds (world-wide) I'd probably say-

Combattant-Du-Nord
BrÜges,
Tirlemont,
Liège,
China (Hainan) game,
Ga ho/dong tao,

That's just what I can think of off the top of my head. I'm sure there are a lot more.

These I would have to say are pretty rare.

Some Games were regional while others reached nation-wide and some even world-wide fame. Thus, most likely it is the regional varieties that will be 'rarest.' Also, what is rare in one country will be plentiful in another, for example the Ga Cua.

Many varities of Games were also around for a few decades or less and then slipped into oblivion. Others were considered so good that they lasted for half a century or more and then were used to make the strains that exist today.

Those that I would consider great strains that went into making our modern fowl that are seldom seen today that would be worth conserving are:

Travelers
Claibornes
Warhorses
Whitehackles
Means Red Cubans
